Tests deleting attribute xml:base-uri does not change element's base-uri

{base-uri(doc/element)}

The document root is not 'doc'. There is no element 'element' as child of doc. There should be not attribute 'xml:base' on 'element'. Text of element 'element' is not 'http:/dummy-base-uri'.
